Every government and every major enterprise now has an AI strategy. Almost none has the capacity to deploy one.
The Complex AI Institute exists for that gap. Capability is abundant and getting cheaper. The ability to put a capable system inside a ministry, a hospital, a bank, a grid or a supply chain and have it still be governable in three years is scarce in every sector and every jurisdiction, and it is not what most AI institutions work on. We work on it from the deployment side, for states and for the enterprises that serve them.
The discipline is called Complex AI: systems that must satisfy conflicting objectives, carry real consequences when they are wrong, and remain inspectable by the institutions accountable for them. The term was coined in 2019 and the founding thesis sets out the argument in full.
The Institute is an independent, non-profit think tank headquartered in London, working across the United States, the United Kingdom, the European Union, the UAE and Singapore: the five regions where AI ambition is colliding hardest with the difficulty of deploying it. Everything we publish is free to read, free to cite, and traced to the instrument or study it rests on.
Deployment, not ambition, is the shortage.

A fellowship with deployments to its name
Appointment is by invitation and rests on the record of what someone has built, governed or answered for, not on what they predict. Not a rival to convening power
National AI strategies, sovereign summits and ministerial roundtables belong to governments, and rightly so. We are the independent capability those institutions bring in once the work moves from ambition to deployment.

Primary sources, named
Every statistic we publish names the source it rests on, and regulatory claims are traced to the instrument itself rather than to commentary about it. Where a figure cannot be traced, we do not print it.
Errors fixed in public
If you find a claim that does not hold, write to press@complexai.org and we will correct it publicly rather than quietly. Our research carries the date it was verified.
People who have operated the thing
Research is led by people who have shipped and governed real systems. The test we apply to our own work is whether someone who has run the programme would recognise it as true.
Findings are not for sale
No funder, client or sponsor reviews, approves or previews a publication. Sponsorship of research is disclosed and carries no editorial control. No exceptions.
Non-profit. Independent. On the record.
The Institute is being established as a non-profit company limited by guarantee in London: it has no shareholders, pays no dividends, and reinvests all surpluses in its mission. Published research is firewalled from advisory engagements: no client reviews, approves or previews our publications. Fellows are engaged and compensated on advisory mandates at arm's length; fellowship itself is an honorary appointment.
